Hardin Construction selected Kolb Grading to build the parking lots and building pads for the St. Louis Premium Outlets. Kolb finished roughly 60 acres of site, imported 250,000 cubic yards from an approved borrow pit, cut 180,000 cubic yards onsite, and performed lime stabilization, running two shifts and managing traffic control while working within MoDOT right-of-way.
